milling uninstalls packages before the library is drafted to, with the rationale being that if a package were present in both the millstone and the deck, the intention of the user is likely to uninstall whatever is already present and install it again on their terms

a post cast mill (discard phase) would allow one to uninstall packages after running them, e.g. if they are no longer required
